It has gone through eight design iterations.
Each one has used hours of city staff time and been conclusively rejected for failing to comply with key elements of city policy.
These include height and setback limits, massing and transitions to neighbouring homes. Far from refining the project, successive revisions have increased its negative impacts on neighbouring properties.
