TOA Type 2 for Victoria, BC, the Transit Oriented Development (TOD) Policy Framework aims to enhance urban density and promote the use of public transit by setting specific development guidelines around bus exchanges:Within 200 meters of a bus exchange, new developments can reach a Floor Area Ratio (FAR) of up to 3.5, allowing for quite dense construction relative to the size of the land parcel. Buildings in this zone can be constructed up to 10 stories high, generally characterized as mid-rise structures.From 201 to 400 meters away, the allowable density decreases with a maximum FAR of 2.5. In this slightly less dense band, the building height is capped at 6 stories, suitable for low-rise buildings or townhouses.This policy encourages a walkable community around transit hubs, with a gradual transition from denser and taller buildings close to the bus exchanges to less dense and lower-rise structures as one moves away, supporting a mixed-use, transit-friendly urban environment.
