It's hard to know all what's going on, but there is a bug nasty spit going on.

The CA sent this email today:a proxy. Send an email to stafler@netbc.com if you want a proxy. Finally, if you know someone who lives in the area, please get them to sign up by noon, on October 18.

The existing board had a meeting in September and through a community grass roots movement, had their motions struck down. Now, they are trying to mobilize through back channels by having a closed door meeting on October 18 to approve 'new voting' members.
