The Federal Court of Appeal says big streaming companies won't have to pay for Canadian content until the court hears their appeal of a CRTC decision ordering them to pay.
In June, the CRTC said that foreign streamers must contribute five per cent of their annual Canadian revenues to a fund devoted to producing Canadian content, including local TV and radio news.
Big global streamers like Netflix and Disney Plus launched court challenges of that order, which the regulator made under the Online Streaming Act. Earlier this month, the Federal Court of Appeal agreed to hear the case.
A judge said Monday the streamers won't have to make the payments, estimated to be at least $1.25 million each annually, until that court process plays out.
The parties have agreed to an expedited schedule, meaning the court hearing would take place in June before the bulk of the money is due in August.
The court decision notes that Amazon, Apple and Spotify have argued that if they make the payments, win the appeal and overturn the CRTC decision, they wouldn't be able to recover the money.
Justice Wyman Webb says having an accelerated schedule "mitigates the inconvenience arising from a possible delay in the payment," due on Aug. 31, 2025.
In a statement, the CRTC says that the Online Streaming Act, which became law in 2023, "requires the CRTC to modernize the Canadian broadcasting framework."

Like her grandfather, Kai is an avid golfer. In August, the teenager gave her verbal commitment to attend the University of Miami, where she will play on the college's golf team and study business.

Designers have long been drawn to Miami, with Gianni Versace, Calvin Klein and Tommy Hilfiger all having owned homes there over the years.
But today, the Miami real estate market is hotter than ever among the fashion set — especially in a business sense. Fendi, Armani and Missoni are plastering their names on superluxury residential towers springing up across the city after having dabbled in the hotel world. Meanwhile, hard-core fashion followers (or in some cases their generous spouses looking for an original gift) appear willing to drop millions of dollars on apartments in the designer-branded buildings.
Setting the trend is Armani, which has partnered with developers Dezer Development and The Related Group on Residences by Armani/Casa in Sunny Isles Beach. The 56-story César Pelli-designed building, comprising 308 apartments priced between $2 million and $15 million each, isn't due for completion until 2019, but already 72 percent of the apartments have been sold.
Gil Dezer of Dezer Development is no stranger to branded buildings, having worked on six with Donald Trump (before he became President, of course). He recently completed the Porsche Tower in Miami, the world's first condominiums to have elevators that take residents directly to their apartments while sitting in their cars. "I was in Dubai when I stayed at the Armani Hotel and I said, 'This is wow. We need to bring this to America,'" he said.
However, he admitted that it was a challenge to convince the famed Italian fashion house to take part. "It was not easy. They do their homework very well. We can do more damage than good as Armani is doing $9 billion a year in sales. They don't need the few bucks that I'm going to give them. This is more about that they want to have a real strong presence and it helps their brand and it also helps sell [their] furniture."
Dezer finally succeeded in persuading the Italian company to license their brand to him and today Armani is designing all the communal areas and for an additional cost to the buyer can also offer interior design, at about $300 a square foot. For the largest apartments, that works out at just over $1 million.
Armani has complete control of the interior design of the wider building, with Dezer admitting he has had to become "opinionless" on it. And, as with everything his company does, Giorgio Armani is personally involved. "He's actually very involved, which is good and bad," admitted Dezer. "It's good because we get his stamp of approval, so we really know it's an Armani thing and not just slapping a brand on. But we have to wait for him to get off his boat to approve something and we have to wait for him to fly here and fly there. Even if we need to approve an ad, he approves everything."

In an effort to accelerate housing construction and address Canada's ongoing housing crisis, the federal government will launch the first iteration of its standardized housing design catalogue in December 2024. The catalogue will feature up to 50 conceptual designs, including row houses, fourplexes, sixplexes, and accessory dwelling units. However, permit-ready designs won't be available until early 2025.
Part of a broader initiative to standardize and streamline the homebuilding process, the designs are expected to help expedite construction approvals and reduce costs. The federal government first announced the project in December 2023 as part of a revised version of the Canada Mortgage and Housing Corporation (CMHC) initiative used during post-World War II housing shortages. Known as "victory homes" or "strawberry box homes," these earlier efforts provided fast, affordable housing for thousands of Canadians.
"The Housing Design Catalogue will help get us there by expediting approval processes and building times, and reducing the cost of building," said Minister of Housing Sean Fraser, who is expected to announce the initiative in a formal statement. The government hopes that this streamlined process will ensure more Canadians have access to affordable homes faster.
Designs and Collaborations
The initial catalogue will contain floor plans, drawings, and basic information about the proposed housing options. More detailed, permit-ready designs, fully compliant with regional building codes and construction specifications, will be available in early 2025. These packages will also include estimated construction costs, making it easier for builders to assess project feasibility.
MGA | Michael Green Architecture has been selected to design housing for British Columbia, while LGA Architectural Partners Ltd. will handle designs for other regions, including Alberta, Ontario, Quebec, and the Atlantic provinces. In addition, the government has opened submissions for prefabricated and modular housing designs from industry stakeholders, with a submission deadline set for November 8, 2024.

The sale of right-wing conspiracy theorist Alex Jones's Infowars website to parody news platform The Onion has been rejected by a US bankruptcy judge.
After a two-day hearing, Judge Christopher Lopez ruled that an auction for Infowars did not result in the best bids possible.
However, he rejected Jones' claims that the auction was plagued by "collusion."
The Onion said the bid was secured with the backing of families of victims of the Sandy Hook Elementary School shooting, who won a $1.5bn (£1.18bn) defamation lawsuit against Jones for spreading false rumours about the massacre.
Judge Lopez said the court-appointed bankruptcy trustee who ran the auction made "a good-faith error".
Instead of quickly asking for final offers in the auction they should have encouraged more bidding between The Onion and a company affiliated with Mr Jones' supplement-selling businesses, he said.
"This should have been opened back up, and it should have been opened back up for everybody," Judge Lopez said.
Jones was a fringe figure broadcasting in Austin, Texas in the 1990s and later built an audience of millions with a mix of opinion, speculation and outright fabrication.
The company makes most of its money through an online shop selling vitamins and other products.
The company's – and Jones's – financial difficulties stem from broadcasts made after the December 2012 attack on Sandy Hook Elementary School in Newtown, Connecticut.

If you're a Vietnamese/Pho fan a strong recommend for this mid-block place on Quadra near Hillside, directly across from the Fairway's market.
Super tasty food, decent prices and although it was busy even at 2pm its big enough that 4 of us got a seat immediately. Parking is no issue we just parked across the street in the Fairways/Circle K lot. I had the vermicelli with lemongrass pork and spring roll bowl which more than filled me up ($18.95). If you like Viet-pho its definitely worth checking out.

The Other Guise Theatre Society is a step closer this week to realizing its dream of establishing an arts hub on Johnson Street.
The theatre company has signed an agreement with Thrive Impact Fund that will provide up to $400,000 in flexible debt financing to establish the space at 716 Johnson St. as a performing arts venue.
The theatre company has been raising money to repay a $1.8-million loan it was given in 2022 when it bought the former Tomley Market building. Kate Kempton, who provided the forgivable loan to purchase the building, is now ill and has been forced to recall the loan.
"I have long had a vision for a performing arts hub in downtown Victoria and this project is finally realizing that dream. While I can't provide the level of financial support I had intended to, I still believe this is an ideal place to give performing arts a stable home in Victoria," said Kempton, adding she hopes local businesses and government will step in. The Thrive Impact Fund invests in and supports non-profit, co-operative and for-profit social enterprises that generate social, environmental or cultural benefits.
Matthew Payne, artistic director of Other Guise, said they have already paid back about $550,000, and are hoping the City of Victoria will come through with a $250,000 grant from its Major Community Initiatives and Events Grant Program.

Land-use and transportation in the Tillicum-Burnside neighbourhood will be under the microscope for the next 18 months, after Saanich council endorsed terms of reference for the comprehensive study.
Mayor Dean Murdock said council has heard from residents and community association members about the need for an up-to-date plan for the area, bordered by the Gorge Waterway to the south, the Trans-Canada Highway to the north, Harriet Road to the east and Cuthbert Holmes Park and Tillicum Centre to the west.
The study will look at four key areas: the Tillicum Burnside centre, the Tillicum corridor, the Burnside corridor and Gorge Village.
The work, which comes with a $250,000 pricetag, will start this winter after council adoption, and run for about 18 months, with a final report due in the spring of 2026.

Like Gruden before him, McAfee is now one of ESPN's highest-paid talents, licensing his show for $17 million per year. A new look for both Quadra Street and McKenzie Avenue, a makeover for the Gordon Head-McKenzie area and new "hubs" on corridors for more walkable neighbourhoods are all part of a draft plan that could shape a large swath of Saanich over the next two decades.
Saanich council on Monday night moved forward a draft of the Quadra McKenzie Plan, which has been in the works since the fall of 2022.
There will be another month of public engagement before district staff incorporate more public feedback and revisions into a final document to return to council in the spring.
"This is a very significant planning exercise and one that sets the vision for these two very significant corridors," said Mayor Dean Murdock.
Murdock said the plan will guide the future growth of the Quadra-McKenzie area, with transportation infrastructure upgrades that improve safety, prioritize transit and move people more effectively through major intersections.

I really feel most of these plans are just plain boring, and the results for the money spent is not worth it. I'd rather see the money spent on making some parts of Saanich really extra special with landscaping and art. Mt. Doug Park, Cadboro Bay Village, Cordova Bay, maybe something near Elk/Beaver (I know the parks themselves are CRD).

Angus Matthews, a volunteer Maritime Museum board member, said the plan is to engage with the Esquimalt and Songhees First Nations as equal partners in telling the history of the coast. "It is an Indigenous story told in a floating, purpose-built structure on the harbour, and what you might call a colonial story told in a colonial building on the shore," he said.
"The two of them, side by side, are an attempt to reach a bridge to understand the good and the bad of history in the past."
That kind of ambition comes with a hefty price tag.
Matthews said the plan is for the Maritime Museum to contribute $1 million, and raise a third of the $38 million from corporate sponsors, a third through a local fundraising campaign and a third from the federal government.

Many homeowners have extra space they may want to convert into rental suites, such as an unused basement, or a garage that could be converted into a laneway home. Historically, the cost of renovating, combined with municipal red tape, has made this both difficult and expensive.
Recent municipal zoning reforms in Canada's major cities, made possible through Housing Accelerator Fund agreements, are creating new opportunities for homeowners to add additional suites and increase density. New rental suites would provide more homes for Canadians and could provide an important source of income for seniors continuing to age at home.
In Budget 2024, the federal government announced its intention to make targeted changes to mortgage insurance rules to encourage densification and enable homeowners to add more units to their homes.
Today, the government is releasing details for lenders and insurers to offer this new insured mortgage refinancing product, effective January 15, 2025.

People who drive by this remarkable garden have been known to honk with appreciation, while those on foot often loll at the gate to take in the sumptuous scene.
One woman recently wrote a fan letter to the owners, which they found incredibly heartwarming.
It's easy to see why people are drawn to this property.
At first glance it's the three palm trees spreading high above four different varieties of waving grasses, and the winding path edged in a thick carpet of crushing thyme.
But what soon becomes evident behind the house, which sits on a corner, are rows of espaliered fruit trees underplanted with Japanese eggplants and zucchini, enormous kale and rhubarb specimens — and masses of bees, hummingbirds and butterflies.
This garden is not only a feast for the eyes but also an edible delight, and it will be open to the public on September 7, from 10 a.m. to 4 p.m., as part of the Victoria Urban Food Garden Tour.

Cordova Bay residents gathered at Piedmont Gardens for the official unveiling of Greater Victoria's 850th little free library on Saturday, Aug. 24.
Since 2017, the Greater Victoria Placemaking Network has been running the Pocket Places Project, which maps, promotes, stocks, and helps build little free libraries across the south Island. To date, the project has delivered more than 104,000 books across Greater Victoria, mapped out 850 little libraries, and helped set up over 125 of the neighbourhood book exchanges.
"It's pretty huge and mind-boggling to think there are now 850 little libraries in the region, and there's no sense in stopping," said Teale Phelps Bondaroff, Pocket Places Project lead. He told Black Press Media about starting the project with his partner in 2017, and trying to reach 150 libraries by Canada's 150th anniversary.
The region's newest library, named "Put A Bird On It" after the crow sculpture that sits under the library, was designed by local folk artist Michael Sheane.

So when Larson and fellow family advocate Joan Gunther, whose husband Mel spent two years in Dufferin, learned that a "special population" of hard-to-house residents, many drug-addicted and living with mental illness, had been moved into the long-term care home, they say they were outraged.
"It's so misplaced. It's unbelievable that anything like that can happen," Larsen told CHEK News on Sunday.
"It is an insane idea. I don't know how anyone could come up with that, that you could mix these two. They both have problems, but one of them no longer has the capacity to be heard," said Nanaimo resident Joan Gunther.

When organizers of the former — and long-running — Vancouver Island Blues Bash changed the festival's moniker in 2022, it was a move designed to give additional genres of music a presence on the bill.
That decision paid immediate dividends. Audiences at the BC Smoke Shop Harbour Blues 'n Roots Festival have seen everyone from Latin star Alex Cuba (in 2022) to Grammy Award-winning multi-hyphenate Fantastic Negrito (2023) in recent years, alongside traditional blues acts that were the foundation of Blues Bash for the better part of 30 years. "We definitely wanted to stretch the scope of what was available to us both locally and internationally," said Kristen Binley, communications co-ordinator and programming assistant for the Victoria Jazz Society, which produces the event. "That opened it up to roots, country, and world music, while sticking to the blues, R&B and soul that we always had [at Blues Bash]."

The Lassam Lemon-AID block party takes place Saturday from noon to 4 p.m. at Memorial Crescent and Dallas Road. Olivia Lassam was seven years old when she was diagnosed with a brain tumour, undergoing chemotherapy and surgery.
Now the 12-year-old, who goes by Liv and lives in Victoria, has a big goal as she continues to fight for a cure: She wants to raise $20,000 this year to support to search for a cure to pediatric cancers.
She's well on her way, raising more than $13,000 so far with her two younger brothers, and on Saturday, Liv and her family are hosting a "lemon-aid" stand that they hope will help reach her goal.
This is Liv's third year raising funds — her first two lemonade stands raised a total of $19,000. For her third year, she's "gone a little bigger," said Liv's grandmother, Shirley Vickers. The street at Memorial Crescent and Dallas Road will be closed for the event, which will also feature a bouncy castle, a popcorn machine, a barbeque and, of course, a lemonade stand. Police and firefighters will also make an appearance.
Liv and brothers, Lucas, 10, and Kai, 6, are leading the charge to plan the event and "it's been quite an undertaking this year," Vickers said.
They've cleaned out their rooms to hold garage sales, sold raffle tickets and have been plastering their Fairfield neighbourhood with posters to advertise Saturday's event, she said.

The Japanese company has formed a special committee to review the proposal. A source familiar with the matter told Reuters that the talks are "at a very early stage".
Details of the offer, including the size of the stake and method of acquisition, were not disclosed. Seven & I's shares surged by 22.7 per cent following the news on Monday, giving it a market value of 5.6 trillion yen ($38 billion).
If completed, the deal would be the largest acquisition of a Japanese company by a foreign one.
According to Nikkei, the committee will consider whether the proposal is an appropriate assessment of Seven & I's corporate value and whether it will lead to long-term growth. The board of directors will then make their decision based on the conclusions.
